If war is planned thoroughly, there should be no need to have a guarding army. ![]() If your armies are needed elsewhere, try to give up provinces, make a path of razed settlements (dont conquer) to lure enemies to it and weaken razed faction's economy. If I have huge problems with PO I try to remove its cause or be a while stationary with lords, or do that second idea. That should leave you with a PO of -60, a bonus for smashing the rebellion and enough time while dealing with that rebellion to get PO-buildings. If my PO is low and degrading I usually raid my own province, let the rebellion, garrison the city next to it, wait a turn or two, then kill said rebellion, and be on my way. I try to have a good plus till I have maximum PO. Depending on the construction time and PO-puffer, I disable taxes or just let them be. The way I tend to my public order is, if there is high public order but degrading, I leave and build public order buildings.
